There was no call from the republicans to get bin laden under Clinton. There was only the accusation that it was a distraction from their smear campaign. Bush utterly ignored Osama throughout 2001, until 911.

Clintons efforts were effective enough, no matter that Osama eluded actual capture. If the Bush administration had continued that effort, it is quite possible 911 would never have happened. They did not. Republicans never understood the threat, until it was too late.
