The IWC does allow a certain number of Whales to be killed for scientific research but the IWC also declared that particular part of the ocean to be a marine sanctuary for Whales. The japanese use one IWC ruling as an excuse to hunt Whales, but dispute the other IWC ruling as "not binding". They pick and choose the laws they wish to follow. The Sea Shepherds try to prevent the whaling under UN GA RES 37/7: World Charter for Nature which specifically allows persons or associations to take action

The UK took it under a claim. CLAIM is not a violation.

And you can be held within a jail under a CHARGE.... not a violation.

For an example I can CHARGE you with murder. But the charge wasn’t brought up to a court of registry in which it can be classified as a violation on the record of Paul Watson.

A police officer can arrest you for the suspicion of a committed crime. But a court has the RULE. During this of an investigation of a person can be held within the confines of a prison until the necessary RULE is decided

If you for example were arrested for a murder. You can be held in a prison until an investigation has met the rule of the court. When the RULE is handed out. You can be proven INNOCENT
