What a terrible waste of acting talent, costumes and uniforms. To suggest that a common sepoy like Mangal Pandey would have had the kind of relationship with a British officer as portrayed in this film and at this time in Indian history is ludicrous. Flogging in the HEIC army was abolished in the 1820s. It is so far from the truth that the film is utterly ruined for anyone who knows anything about the period. Rubbish!
In the Bengal native infantry (BNI), of which Pandey was a member, corporal punishment was restricted in 1827, and abolished in 1837. However, in 1845 it was reintroduced, because the British felt the BNI's discipline was deteriorating (Barat, "The Bengal Native Infantry 1796-1852"). Anyhow, this is no official flogging depicted here. 19th ct Britain was brutal to the extreme, with e.g. regular executions of minors, so you would expect many Brit. officers to resort to violence quickly.
I'll agree with you that the movie is a complete distortion of the facts, mostly in favour of the "First war of independence" nationalist reading, but as to the portrayal of the "good" British officer and his behaviour towards Pandey, I wouldn't now. Sources are manifold which attest to a "fatherly" friendship (the Brit being the father, the "gentoo" or "native" being the child) between officer and sepoy, see e.g. Sita Ram Pandey's autobiography "From Sepoy to Subedar".
