Was this the result of a thunderstorm or just sustained heavy rain? There are short clips on Youtube of flash flooding in Christchurch caused by severe thunderstorms in January 2009.
It was the result of of a morning of moderate rain, followed by a couple of hours of really heavy rain. It went from a normal puddles to all the way across the road in about 30 minutes, don't think I've seen anything like it here before.

I love that... "Oh shit!" ... Did ya land in a puddle? lol. Nice weather there. Lol Just be glad all that water didn't freeze.
