I think Burton got it just fine, he just decided that the comics Penguin was silly, useless villain. And I think that's true... the Penguin was a gimicky, campy villain who was never interesting or a real threat. Say what you will about Burton's Penguin, but it is at least much more compelling and deeper than the comic Penguin ever was.

I didn't see the movie, I only got info about him from wikipedia. He's defiantly psychotic in the movie, but considering how he grew up that isn't a surprise. What I get is that the only living things that ever cared about him wer penguins he had for minions.
