Even though Mordor was defeated, there was still orc in there. There is also wicked men or Rhun and Harad in the south and East. In the North Isengard was captured, as you all know, Misty Mountains and Moria was still under, goblin or orc control. Way in the North was Gundabad, formed by Witch King. It is powerful and more organized power than Orcs of Misty Mnt. People of Bree, Dunadain, Elves and hobbits made an alliance to help each other.
