Seems to be overkill but works. Try a 1 foot section of 2x4, screw an eye hook into one end. Place a small candle on the same end. Tie 20-30 feet of thread or fishing line to the filled balloon and thread the line through the eyelet. Allow balloon to rise up about 10 feet then light the candle. As you back away the balloon lowers to the flame while keeping you a safe distance and boom.
