Technically CGCC is very similar open c guitar tuning. Though it may not be appropriate for the instrument, it would not be difficult to play western music on the instrument.

The 3rd string in your Setar is not placed where it should be: it should much closer to the 4th string. (That is why it is called "Sim-e Vakhoon").The way it is you will be limited in reproducing a variety of important sounds with your instrument. Also, is it said thst 2nd string should be cutting the fingerboard's width in half. This enables you to play neatly on the 2nd string without touching the other strings. I wonder if you had moved your strings to better present your tuning.
Well, there is no black and white rule. But I did mention 2 reasons for my argument: you will simply be limited in reproducing important sounds with the 3rd string to be so far way from the 4th. (There are several physical reasons here: e.g., there is a lag time in striking both 3rd and 4th.) Also, since the 2nd string is going be too close to the 1st, playing just the 2nd string (which is required often) will not be as comfortable.
To me, there is no technical limitation or asthetic advantage in changing the string layout. I much prefer to play the instrument as you see it in the video. I don't enjoy the sound of the double strings but you are free to make your own technical and aesthtic decisions. Your layout may be easier for the novice beginner.
You certainly have a point here in that you might have a different taste in placing the strings. But I also must add that I have had the rare chance of studying in a few master classes by Ostad Lotfi, and have been in the presence of Ostad Alizdaeh. Among other details, I specifically inquired about the strings layout and this is what they more or less suggested. Again you might have a different taste in tone production but I truly enjoy the sound production on these masters' Setar.
Look up "Fallacy by Appeal to Authority." I may enjoy Ebaady, but to get his sound without his physicality, mind-set and fantastic instruments made for him, I may have to play differently. So i may as try to create my own sound with what I have. Hope this helps and i wish you good luck. maybe you should post something to demonstrate the various effects you're mentioning.
