It is really confusing and I'm afriad I did not really have an answer to your question beyond what I have say above. I know that all the Salior Scouts including the Starlights are meant to be girls with the only exepection being Tudexo mask. As I said its really confusing. Hope this helps in some way.
Sailor Moon is with darien but during Sailor Stars, Darien is away in America and Usagi is still in Japan and this is where Seyia enters the picture. He likes Usagi but Usagi always reminds faithful to darien. The clip at 2.10 is from episode 181 called Seiya and Usagi's nervous date, which is a one of my favourite episodes in this season. During the episode the pair spend some time together hence the clip but for Usagi its is only ever a good friendship.
@lilotata93 Yes that is what shown through out Sailor Stars. Usagi writes to Darien every day and even breaks down in one episode because she wants to see him. Usagi sees Seyia as a good friend and does care about him but is never unfaithful to Darien.
