It's slow training. First you put the litter box next to the toilet. Then up on some books. Then more books. Then more. Then even with the toilet. Then put it directly on the toilet, only removing it when you need to use it. Then get rid of the box and most figure it out.

My one cat is really smart, when he was a kitten, he would always watch me and my dad pee in the toilet, after a few weeks, he just taught himself to do it and has been for years :)

Supposedly you can teach them to flush (In a training book a guy has you put food in one of those hollow cat toy balls & attach a string to it & the flusher) Someone pointed out to me though that lots of cats like to watch the water & teaching them to flush could be trouble. There's something on You Tube about that too!
