i think it was intended in the programming...hence the big ramp at front of the building and the fact the anytime you hit a building dead on from the ground it goes up...
then again maybe not as they prolly forgot to make the car tell the difference between horizontal and vertical...

The definition of a glitch is as follows "a defect or malfunction in a machine or plan." I believe cars driving up buildings fits that definition because they generally don't do that it that often...
