The protesters don't have the numbers, the Shia make up less than 10% of the population, and the Sunni majority support the king. So the king is in no danger of losing his throne, as for Qatar, it hasn't seen any protests actually. There was supposed to be protests in July but no one showed up.

Plus the existence of those agents doing stealthily surveillance of the protest scene is used to incite in fighting, paranoia and distrust within the protest crowd.
