It was kind of obvious from his first appearance here that Captain Hammer was not a truly heroic character, or all that bright. "What's this? It seems this device is driving the van! HAMMER SMASH! There we go, all saved! What? The van's still going? Ah, I'll sort that out later."

Although that bit about "The hammer is my penis" was probably my personal favorite bit in the entire movie.
