heard other version on radio again, it is payola$ but instead of the whistling its a piano or keyboard or something, and the bass sounds better too

The Payolas had so many great songs for the time, speaking in general probably way way more than many of the popular bands in the 80's but I don't think they got the credit or exposure deserved.
