This type of traffic jam occurs because govt desire to institute public transportation system to "reduce congestion." Almost always, these systems do nothing to reduce car traffic. This is true in Korea, Japan, San Francisco, LA, and any where else in the world. Public Transportation system does not reduce automobile congestion. Congestion Fee = taxation that has little to do with environmental or congestion, It's a govt's way to make take money from citizen in the name of ______.
And people wonder why I arry a mountain climbing stick (metal, with a sharp end) when walking around Seoul. The threat of damage to cars is the only way to get Korean drivers to pay attention.
If they changed how the lights are timed here in Seoul and set up the lights to let cars turning left in both opposite but parallel directions turn simultaneously and then let traffic going in opposite but parallel directions go simultaneously, it would be less of an issue. Plus, get some REAL traffic cops who ticket people for gridlock. Once they started ticketing people in Southern California, gridlock stopped. Those tickets had steep fees.
