There are a number of reasons for this, but it can be a double edged sword because most of the other ethnic groups are still having large numbers of children. My great grandfather from Scotland had 10 kids and my other grandfather from Germany had 13... You don't see that much these days.

Of course there's always a small margin of error in these statistics but there are lots of pigmentation maps from the past that also show Iberia as darker than Italy. Ruling elites usually consisted of about 5% of total populations in historical periods. There is no bona fide evidence of any large-scale migration, especially archeologically. But in other countries like Central-Northern European ones or even the US, they have a huge brunette category which includes anything from very light brown to very dark brown and blonde gets restricted to people with yellow hair, hence the separation between yellow or light hair is more strong

The countryside is very peaceful and beautiful, with pretty much no dangers at all except for the very rare wolf/bear encounter. Norway has much more mountains and epic scenery (the fjords are amazing), but Sweden's not bad.

Of course there's always a small margin of error in these statistics but there are lots of pigmentation maps from the past that also show Iberia as darker than Italy. Genetically there's also quite small Germanic influence from where blond hair came to Spain.

If I am not mistaken, the larger percentage of western & northern European populations test positive for the R1b haplogroups/ sublcades (at least 30-50% in the various Nordic countries and upwards of 60-80% in the British Isles), which is mostly assosiated with the first neolithic, cro-magnon and/or celtic people.

@TheMakelele8 Even 20% seems too high to me, I think Oppenheimer was closest to the truth when he estimated 5-10% Anglosaxon contribution. Ruling elites usually consisted of about 5% of total populations in historical periods. There is no bona fide evidence of any large-scale migration, especially archeologically. Some estimates suggest as little as 10,000 incoming settlers in a population of over a million. Brits are much more similar to dark Iberians and Basques, not germans.

These features are the opposte to the finer, softer featured nordics from the Keltik Iron age. British face may not be quite as refined as Swedish faces, hoewever, they are a lot more refined than German faces, this is because British are nordics from a different branch of the tree - a better one!
