"Neighborhoods First" is now just a memory for Knox White. The developers now have his complete attention. Organizing themselves, neighborhoods on the Eastside (right over the City line) did everything that "Neighborhoods First" would suggest. But all action fell on deaf ears with the Mayor as a rich developer got from the City what the County refused to do for him: change the zoning on a dangerous corner already clogged with traffic for yet another drug store.
