No doubt about it. Probably damaged by the excavators. Low voltage power cables are particularly nasty as they take a long time to trip out. The problem is made much worse if the excavation has water in it as the fault can't clear in these conditions. The cable will bang away until the fuses feeding it blow which can be ages!

That protection needs a bit more sensitivity! The 11Kv system in London UK will operate circuit breaker after about 3 seconds max.
