That protection needs a bit more sensitivity! The 11Kv system in London UK will operate circuit breaker after about 3 seconds max.

@bloodfeast1 higher voltage than that the system has whats called an auto reclose

No doubt about it. Probably damaged by the excavators. Low voltage power cables are particularly nasty as they take a long time to trip out. The problem is made much worse if the excavation has water in it as the fault can't clear in these conditions. The cable will bang away until the fuses feeding it blow which can be ages!

Correct me if anyone has information on this video but that appears to me to be an underground service shorting out.
