I can think of quite a few countries that opposed Hitler - Yugoslavia for one, even after Hitler offered Salonika to the Yugoslav government. Bulgaria could have followed suit despite Hitler's offer of Dobrudja to the Bulgarians. We both know that Bulgaria was on its way to joining Hitler even without the Dobrudja bribe.

Yugoslavia paid with her sovereignty for opposition to Hitler, and in doing so delayed Operation Barbarossa long enough to buy the Soviets precious time before the Russian winter kicked in. Russian historians acknowledge that were it not for Yugoslav resistance to Hitler the Russians would most likely have lost the war to Hitler.
