A majourity of the 'Storm' ('Zheletin', 'Nuwar', 'Peacomm') botnet's infection servers are hosted on compromised machines to prevent detection of it's authors. This particular one is no exception. The infected PC hosting this malicious server has been cleaned or the PC may simply have been thrown away (or a number of other possible explanations). Therefore, this ip no longer represents an active threat to the public.
