The Venezuelans recognized his asking for greater totalitarian power by granting him sweeping powers for declaring states of emergency as well as removed term limits as a grab for more power. Actually its not, its facts, from the OAS, IMF and independant observers, as well as Spanish economists who calcualted Venezuelan growth rates to rise in 2008. Yes there are food shortages, largely artificial shortages by companies that are illegally hoarding and speculating, as well as that Venezuelans are eating more than ever before with income they have never had before, along with the rise in world food prices (up 40%) and cereal grains up 41% along with the farmers strike in Argentina.

There are also food shartages in Mexico which imports 60% of its food, there also in Argentina and Colombia. Corn prices rose 149% and wheat 257% since 2006 according to the Toronto Star. But the artificial shortages in Venezuela shouldnt be ingnored, Chavez put price ceilings on essential food staples to keep them affordable to most Venezuelans, the companies dont want to marginally reduce there profits and so they stop investment, affectively say they'd prefer to starve the population
