The write up in the game explains that it's not actually nuclear. If you play the game check it out, it's an interesting explanation. That's what makes the game so fantastic, it's very literate and has enough storyline and detail to cover an epic novel series.

You have to collect, if I'm not mistaken, 4 total heavy weapon ammo upgrades. Then weapon will appear at the Upgrades terminal in the Normandy Lab. You will have to use 25.000 Irridum to produce it.
