I don't understand why white people always think that no asian have double eyelids. I have big slanted double eyelided eyes naturally and I never try to look white. The word " whitening " labeled on lotion containers doesn't mean we want to be caucasian. For us "whitening" mean " lightening" and people of East Asia have very light skin naturally. I think you have to use big eye contacts and false lashes to really complete the look. Just take a look at the models in the Popteen magazine for example, they all use contacts and false lashes and they work with the eyeliner in different ways, like drawing only small parts of the waterline. :)

Having a winged eyeliner and highlighting your brow bone doesn't make your eyes 'look' asian at all. You already have long (width) eyes so it makes your eyes appear slightly longer which may work for you (albeit not completely) so this tutorial doesn't help anyone really.
