There is a different move which looks similar to this one. You are pressing the wrong buttons or you have a different version of NTSD.

I think some Hell moves are impossible to make, or need a special way, cuz the Naruto Gang is Atack JUMP Atack Defend but when i press JUMP he like disable the atack cuz he jump and cant make jutsu, when i see he doing that, i see he dont jump, how to do that? I try do very fast but i cant !! plz help !!!

If that helps, then you have to press every key in around 1/10 second distance...

Or make it when the enemy used sharingan.

You make chidori in different order than kirin(chidori thunder), but it often becomes chidori.
