You have to beat the game on Band career mode to play as Billy Corgan. No ifs or buts. I played through band mode with a microphone stand and bass. It's the only way to unlock Billy.

Real guitar and guitar hero are totally different. On a real guitar, you don't hold your fingers down on 3 frets across the fret board hoping to get a powerful sound. The only thing that playing an instrument helps you on guitar hero is by timing and rhythm
