The Ruhmhkorf coil and Tesla coils are actually completely different. The Ruhmkorf coil uses switched DC current in the primary winding, such as the ignition systems in auto engines.
The Tesla coil uses resonant tuned high frequency AC current in the primary.
Most Tesla coil use a step-up transformer charging a capacitor which will be discharged via air gap onto primary. Don't you think air gap is similar to a high voltage DC switch driving a Ruhmkorff coil ?
In other words, air gap is kind of high voltage mosfet or SCR except it auto-triggers itself once critical voltage has been reached inside capacitor ?
Yes you're right, ruhmkorff coil are also tesla coils, high voltage transformers, flyback transformers, car ignition coil... where you DC pulse low voltage side to produce plasma arcing on high voltage side.
Of course, Heinrich Hertz used same coil to prove RF (Radio Frequency) existence except he did not realize the coil was also shooting RE (Radiant Energy).

I see your point but have question.

isn't a Ruhmkorff coil the same as a flyback transformer? they look similar

I'm just calling traditionnaly Ruhmkorff coil in the memory and respect of Heinrich Ruhmkorff (1803-1877) who really made massive use of these coils.

Nikola Tesla used this coil to prove Radiant Energy existence.
