I'm going to doubt this is an air force base because of the massive disorganization.

I know for sure the voices recorded have nothing to do with ghosts.

I can tell you're filming through dirty glass. I can even see glue residue from a sticker that was once on the glass. That accounts for some of the visual effects.

The paper moving inside? Probably a fan.
