Last time I checked, the Third Hokage did not make an appearance in this game, except maybe his voice. And as for the question about the Oboro, you can find them in this one challenge where you have to beat as many of these rogue ninja as you can before dying. The Oboro mode it was, I think. That is also a very good way to make a lot of money.

1 is to play story mode 10 times from select a chapter or what ever it is to get 10 extra battles

Another is to play oboru or however it is spelled enough times

It would take a couple days unless you have nothing to do
