actually, the normal cable and digital tv in japan does show these kind of shows. a lot of variety shows in japan feature famous gravure idols and even porn idols. it's more moderate now, but it was worst a decade ago when there was no censorship of their late night shows.

japan tv is a very testosterone charged business indeed, but there are also many who regard pornography as professionalism. it's like the geishas in ancient gion.
