That's what you call a "tail ring" at the end there. Basically, the signal controller mistakes the receding train for an approaching one, and temporarily activates the signals until the train is off the circuit. I've been out to the plant where they fill those hoppers--out east of Banning off of I-10 near Cabazon. Really cool watching them load those things. They use an overhead dumper that can load an entire train in a half hour or so.
we lived at 1447 W. Compton blvd. between Western and Normandie I believe pretty close to Redondo Beach blvd. I miss those days! There used to be a place that had a big donut on top of the business. I miss going to Ramona's Mexican Food on Western ave. I went there in Nov of 2009.

the reason why most crossings tailring is because of a weak shunt or a broken rail or the shunt might not be strong enough.
