The problem is failing public education and motivation. No matter how poor a kid is, he can educate himself at the library, study the SAT 24/7 at the library and get into a top college that will pay full tuition for the kid, but the problem is making people know that this is possible and motivate them to do so. Otherwise many talented individuals in poor areas turn to unskilled labor or even street crime and the vicious cycle continues. Democrats reinforce this system with "social benefits".
What I don't understand is why conservatives are so mad at being called simplistic. That's what moral absolutism is, black and white.
What should really be studied is how big the authoritarian impulse is in both sides. Allowing people the freedom to do things you personally dislike is key in a free society, and it doesn't seem like either side has much of it anymore.
