Make it look really old & tattered, dress & smell like a drifter now go to DMV, present the 2 forms of ID (Picture I.D. & library card) and only request an ID not a drivers lic. that worked in 1980s not sure about now. Amazingly you can also get a social security card the same way as if you were a bum all your life getting your first card in order to get your first legitimate job, they don't even question that.

In 1980s a person could get a real State ID or drivers lic if they presented a few items, one was a library card, so use your fake ID & a piece of mail sent to you or a fake address where you changed out the mailing label you now have a library card.
