They look like regular broom brushes. They're used for sweeping debris out of the roadway.

That was an absolutely massive rig. My jaw hit the floor when I walked up to it. For some reason the Velocity cab just seems huge to me. All in all it was a great lookin rig, still think the cabs a bit funny looking though.
