I think that this is just a bug with an odd discoloration of the shell/skin. It moves around just like a bug and it maintains the same shape without any extra movement to make it look like a ghost. Also, notice when it flies in the first time, I see rapid movement of wings, also the lens is out of focus when up close to something like that. I can understand why people think this is a ghost, but honestly, if this were real, the government would've had a hold of this video a long time ago.

a bug, most likely, as for being to big, not if the Bug is crawling across the Lens Cover of the Camera (usually a ball shape) this thing moves like a bug and if crawling across the Surface of a Glass Camera Sphere, it could easily appear to be out of focus and discoloured, I know having seen Gekko's (small lizards) do just that. but I cannot say it was a bug or a Ghost, I can say it was NOT a plastic Bag
