It's likely KSC's T-38 chase planes or one of the SAR helicopters.

There are always two T-38's when shuttle lands.They monitor the Shuttle and also help keep civil traffic and bird flocks out of the way.

And at KSC the Coast Guard has several rotary aircraft standing by in case of an emergency water landing. KSC is surrounded by water.

And even in addition to that, there are several fighter jets from Eglin AFB who orbit stations near KSC when the shuttle lands. Lot's of air traffic!
