When you kick the bag, you aren't just conditioning the bone, but also muscles around the shin. By rolling a pin on the shin, you are just killing the nerves in the bone, not making it stronger. I learned this from my Muay Thai coach at American Top Team, who once broke a guys arm in two with a high kick.

Those rollers people use on the shin don't strain the entire tibia with severe bending forces and only hardens the surface of the shin which gives a false sense of security. Then they kick a checked leg and shin snaps in half.
think about using a cloth on top--especially when hitting them in case of scaring, unless the stick itself is completely smooth--then completely disregard.
I hammered my shins with a coke bottle every day for about a year. I hardened the bone and deadened the nerves. I always use my legs for blocking legs, and use both of my legs as weapons. The pain is pretty bad at first but then it subsides.
I didnt roll it on the shins though. I actually smacked my shins all the way from below the knee, down to the ankle level.

I agree with FadingLights0, although you can use a stick or a punching bag to condition your shins, you do it lightly at first in order for the bones to create calisis. Even taekwondo practitioners do these types of methods, but the wise and smart ones start with light taps and light rolls with sticks, and medium power release with bags. Once the practitioner has better density and power with their thins, only then can they bring up the repetions with sticks and power with the bags.
you shouldn't do this, It kill the nerves in the shin so you don't feel pain. Meaning you don't know how hard to hit. Which will result in broken bones. Bad and stupid way to condition.
This is not the recommended method to condition shins. Heavy bag kicks, pad kicks are sufficient for conditioning. I've never seen this method being used in Thailand.

ok, question for ya... how often and how long do ya'll do that for?
