if u are an xbox360 user before you enter the party fight the guys outside and inside then you will get an achievement called partyPooper

because i before this level like i was in the scarecrow mission i went here he was on TV then the TV gets off. the only way to go there was when the TV explodes if you finish the game it exploded already so is it possible to go in ? have you try ?

If I remember right, the entrance (corridor with 2 rows of Joker's applauding hanchmen) to the party was closed after the game is completed.
