It's an artistical statement - the bright saturated green represents retro computer visuals. Green represents the he G in RGB, and as such points towards the core of computer graphics, while the brightness is a nod towards the way older machines got their palettes: via maths, calculated by programmers.
The emptyness states that in the early days of computers there was very little to work with. This lead to treally abstract aesthetics such as noise for drums, and flat coloured pop-art visuals.

...yes, the TurboGrafx is 8-bit but only the processor, everything else is 16-bit.

It is possible to have an 8-bit sound system. Different channels with two bits controlling each to control editing of waveforms, four in total, is 8 bit sound. The NES had an 8 Bit APU, as well as a PPU. If you're confused, Try it like this: 1 - Sound Channel 1, bit 1. 1 - Sound Channel 1, bit 2. 1 - Sound Channel 2, bit 1. 1 - Sound Channel 2, bit 2. 1 - Sound Channel 3, bit 1. 1 - Sound Channel 3, bit 2. 1 - Sound Channel 4, bit 1. 1 - Sound Channel 4, bit 2. 11111111 = FFFF = F - F - F - F
