No it probably should be for a TAS. But there are a few disadvantages and it wasn't known how to circumvent most of them for some time.

A speedrun should probably use J 1.1. Since it has a feew issues fixed. Like the camera problem in the deku palace and stuff.

No one truly knows whether the Japanese or American version is faster, because no one has sat down and actually tested it (not even me). For every advantage the Japanese version has, there seems to be just as large of a trade-off.
