I think the guy in that first part uses this effect I've seen some boats use. He rides so close that he sort of traps a pocket of air between him and the ground, causing him to get enough lift to stay just above it.

Almost right. It's called ground effect and it's caused by a reduction in induced drag when a wing is less then it's span from the ground. I've written a full explanation on markmaunder-dot-com and explained why Jean-Albert is not experiencing ground effect.
