'81 25 hp Johnson outboard motor - shudder problem

We have an 86 Johnson outboard that has a bogg, it will advance the timing, then open the throttle all the way and it will bogg, new coils, carb is clean, new spark plugs, waterpump, ect. We are baffeled, because it never works. I have some vids of it.

Hey Mines a 35 hp and it shudders to. it could need a tune up or a timing check + plugs. get it looked at or work on it yourself. i do with mine it isn't all that hard with a manual. Your other video it seemed slow but it turned up pretty good on this one

@Copperswilly Yea, I have a manual and try to work on my own motors. I gave the carb a good soaking in the Fall, but I didn't have a chance to test it due to winter. Hopefully, that does the trick. Thanks.
