After shaving the end of the hair is sharp and can become ingrown. It helps to exfoliate before shaving and then a couple days later to prevent bumps.

I hate dealing with the bumps. I've used Bikini Zone to help get rid of them but it doesn't work well for me. Waxing is best but it is not for use all over your crotch.

@thegun534 If they are round and look like cauliflower on top, they might be genital warts. Those are permanent too but you can decrease the risk of spreading them. You might be able to see better with a magnifying glass, rem. to wash it aftr & ur hands

It is possible that it is just an irritated hair follicle or a clogged pore. If you're a teen these 2 are more likely the issue. Just make sure if you get sweaty, to shower. Sweat can irritate your skin and cause bumps and zits. Hope this helps.
