well about 800 years ago the English decided to embrace her irish neighbours in her caring & loving embrace, unselfishly protecting them as a mother bird to her chick. Alternatively, i would recommend you watch "IRA documentary" parts 1&2 on youtube posted by markymarkDCU. its only 20 mins or so.

Keep in mind that Treaty was put in place by people who's thought process was influenced by conventional wisdom that in modern times would be considered dated. Do you think they considered all the pain and suffering by the oppressed Irish people while signing that treaty? I highly doubt it. Should a treaty signed so long ago by dated ideals have any bearing on the modern people with which that same antiquated treaty concerns. I think not.

Reason #2 there is a lack of will from Native Americans to have their land back.
