Why does the poster assume this is Japanese?, this is a basic old style english Cartoon, Not Japanese. The Japanese Anime version of this is of a much better quality than this junk. Look it up, I've already found it on youtube.
I wasn't sure when I first uploaded the video, but it has been confirmed that this is indeed Japanese. The cartoon comes from Toei Animation, and it was released as part of their "World's Greatest Fairy Tales" series. You can see other episodes from the same series here on YouTube.
@AnnainCA It's just more the matter of there hardly not being much credit to Toei or the origins of this series itself since they didn't say much to this or reveal any information over it's production besides the few credits shown. The director "Fred Laderman" though is familiar for having dubbed many foreign productions including Japanese cartoons into English anyway.
@Lyricalmystification as confirmed below, it is indeed Japanese animated. As soon as the skull 8= at 0:44, you can see the style elements ;-) Ha ha... includes original commercials too. Transformers! ( with their rebranded Robotech / Macross Valkyrie )

It is the most bizarre story, even as watered down as the "Fairy Tale Classics" makes it, it's still eerie. The town in a panic over this girl's cursed slippers, the creepy soldier that encourages her to dance, the death and then the angel at the end and it's like what just happened here?
I've found a bit more info about Greatest Tales Inc. If you go to the website CartoonResearch [dot] com, go to the FAQ-2 page from the drop-down list on the right and there is a section about the guy behind the dubbing of this cartoon. According to this it was dubbed in 1975.
I have been looking for this forever! I have a VHS copy. As far as I know, it was released in Japan in 1975, then it was dubbed it and released it on tape sometime in the 80's by Greatest Tales Inc, along with other titles such as Hansel and Gretel.

I swear to God this episode from TOEI's "World's Greatest Fairy Tales" (1975) series actually crossed my mind today before I noticed it in my subscriptions. This aired on Nickelodeon's "Special Delivery" block followed by the "Briar Rose" episode from the unrelated SABAN's "Grimm Fairy Tales series", on the same week of November 17th 1989 when "Prancer" was released in theaters. And, yes, this version of "The Snow Queen" was released on video and 8mm reel in 1981 by Phoenix/BFA Films & Video. :)
Wow, thanks for all the information! I was an avid watcher of Nickelodeon later in the decade, but I had no idea that "The Snow Queen" ever aired as an episode of one of their shows. Glad to have confirmation that it's Japanese anime, too. I figured it pretty much had to be, and Toei makes sense. It looks so much like other Toei animaton from that period: "The Red Shoes," "The Wild Swans," "The Little Mermaid," etc.
