Reading both the actual wording of the bill and several articles about it leads me to this:

A) It is no more powerful than the Patriot Act,

B) It is eminently contestable on Constitutional grounds, and

C) It is explicitly NOT for use against US citizens and legal resident aliens.

However, to further clarify the possibly vague wording, there is at least one bill going through the process right now to even more explicitly forbid its use against US citizens and resident aliens.
