The World Bank and the IMF were failures right from the start. At the Bretton Woods conference held in New Hampshire in 1944, which ultimately resulted in their creation, the U.S. delegation was led by Harry Dexter White, who was Assistant Secretary of the Treasury under FDR and was later found to have been a spy for what was then the Soviet Union.
