There are six open council seats and all are filled by "at-large" candidates. There is a state rule that says only 4 of the 6 seats can be help by the majority party. In Norwich, that means (in all likelihood) that 2 seats will go Republican candidates and 4 seats will go to Democratic candidate. I am running as a Democrat. There are six others Democrats running.
