I think the position taken by many intelligence experts and Iranian writers is that the regime is seeking to become self sufficient and have the infrastructure ready to have the option of manufacturing several bombs a year. They're trying to goad Iran into a war. This is all provocation. Preparing the battlefield sure, but also to prod, probe and provoke.
