I just clicked on the 'mark as spam' link and got a pop-up telling the request has been submitted. NB: I only clicked on it as a test.

I am not sure why a non-owner of any particular video would even be given the option to mark a related comment as spam. That just doesn't make sense to me.

Well, hopefully the youtube powers-that-be have fixed this issue so that non-owners cannot blithely get comments removed.
