Seemed to be standard attire for guys from Tamil Nadu /Sri Lanka. The area was home to lots of taxi drivers from south India and Sri Lanka....they wore these sarong type skirts with button down shirts most of the day!
It is in Bin Mahmoud on Aseer Street. Coming down Al Rayyan (from Hamad intersection) turn right on Ibn Mahmoud Street. About 100 meters down on the Right you pass a large 5 story apartment building and Aseer street on your right just after the apartment building. There is a deolition area where a restaurant used to be, so the street sign may now be gone. You know you are in the right area if you see the BROOQ building on the opposite side of Ibn Mahmoud Street.
